The report outlines some specific checklist questions that can be used when applying Sphere during the decision making process in areas experiencing conflict. The report is based on the experiences from Aceh during the programming of water and sanitation, and livelihoods projects, when serious protection issues where being raised by human rights organizations. The report provides a toolkit based on the Humanitarian Charter, Standards and Indictors for the use in Programme Management, Strategic Direction and Evaluation. The toolkit is useful to show how Sphere can practically inform the decision making process during programming, taking protection concerns into account.
