Is it better to not continue to implement provision of drinking water projects just because Sphere Standards are not met? - 2006/04/04 11:51 Dilemma for NGOs is whether it is better to not continue to implement provision of drinking water projects just because they cannot meet the Sphere Project standards of water quality? Should they then pull out only to find that an emergency response starts again to deal with scarcity of drinking water. This emergency response is not focused on finding long term solution to water quality? How can the Sphere project standards be used to set criteria or benchmark for quality of water standards?

Re:Is it better to not continue to implement provision of drinking water projects just because Sphere Standards are not met? - 2006/04/13 21:27 The classic question. Does one do nothing, if one cannot meet the standards? I think:

a) Do you mean standards or indicators?
b) Yes I would deliver 'services' that are 'below' the indicator, every time. Something is better than nothing. Short term saving of lives and alleviation of suffering comes first. That's how I understand the humanitarian imperative.
c) I would explain the size of the gap between the level of services provided and the level identifed by the indicator. I would also explain the reason why the gap exists, and advocate for closing the gap with those duty holders responsible.
d) But before it all I would sit down with the affected population, explain who I am, discuss what they want, and negotiate an appropriate and feasible indicator
