Thanks to highlight very important issue regarding Sphere that Do community know about Sphere simple answer is No(not for all communities may be some organizationas work on this). I have experience to work in disaster and using Sphere. Sphere talks lot about participation of beneficiaries in assessment, implementation, monitoring and evaluation, I think every humanitarian organization try to ensure the participation of beneficiaries but it is very difficult to do this in initial days of disaster. Idea is that if organizations work on disaster preparedness, Sphere could be included in training manuals as Sphere has lot regarding disaster preparedness. Trainings related Sphere should be provided to community volunteers, committees and local government representatives as they have very vital role in projects. It’s a big achievement of Sphere project that hand book is being translated into local languages which is very beneficial for humanitarian workers. But in my personal view it is complicated for rural community to understand Sphere as most community is not aware of basic human rights. There is need to develop simple IEC( information, communication and education) material in relation to Sphere which could be disseminated in to community. As humanitarian organizations are committed to quality and accountability so end user mean beneficiary has right to know about his/her rights and that how their dignity could be violated by aid agencies.
