Robert, Thanks for your question, and apologies for the delay in responding. In fact we don't set up Sphere projects around the world; rather there are organisations that support Sphere, and the small project office in Geneva (3.5 members of staff) aims to offer technical support those Sphere users in their activities - training, materials production, translations etc. We have very limited funds, but are willing to support funding applications to donors made by interested organisations.
In Colombia, we know there are already people working on Sphere, and you can find on the website a report on a Traninig of Trainers course run in Colombia. You will find in the report a list of all the participants and their organisations, which will give you a good start in identifying people in Colombia who are already using and training on Sphere. Jose Luis Barreiro, who works for Oxfam in Colombia, is the point of contact for the report, and his details are given on the website.
Once you have been in touch with others in Colombia working on Sphere, please don't hesitate to contact the office if you have questions about ways in which your organisation could get involved. Areas on the website that could be of interest include information on focal points, currently in the news section, and the training and materials sections.
