Sphere activities in Bolivia, and other countries in South America

I. Aim and objectives:

a) Aim:
- To promote the Sphere Project – its Rights focus in particular - in Bolivia and other countries, in line with Save the Children’s vision and mission.
b) Objectives:
- To disseminate, among staff from Save the Children and other organizations, the Sphere Project’s Humanitarian Charter and Minimum Standards.
- To implement the Sphere Project in the situational analysis, design, implementation and evaluation of projects related to reducing risks and providing disaster care.

II. Dissemination of Sphere:

Started with the participation of Save the Children in the Training of Trainers Workshop, held in Lima – Peru (January 2002)
The Sphere Project was disseminated via 11 workshops held in 6 countries (5 in Bolivia, 2 in Brazil and 1 in Argentina, Paraguay, Ecuador and Nicaragua), training 376 persons, of which:
  • 32 children (8.7%)
  • 64 university students (17.4%)
  • 37 from Save the Children (SC) Canada, United Kingdom, Sweden, USA, Norway and Spain (10.1%)
  • 168 from NGOs (national & international) (45.7%)
  • 67 emergency operators at the national government (Civil defense) & municipal levels (18.2%)

III. Dissemination of Sphere:

a) Sphere was disseminated in Central America for 16 persons from Save the Children Canada, Norway, Sweden, UK & USA, during a workshop held in Managua, Nicaragua.
b) CARE – Bolivia, was another humanitarian agency to request training, for 27 humanitarian workers, during a workshop held in La Paz, Bolivia.
c) The Sphere Project was disseminated at the Disaster Prevention Fair on theInternational Day for Natural Disaster Reduction (UN)

IV. Implementing Sphere:
After the ToT workshop held in Lima – organized by the Sphere Project – Save the Children took part in 12 emergency projects, in Bolivia (5), Peru (4), Brazil (1) and Argentina (2)
The Sphere Project was implemented in 10 projects, mainly in the initial analysis, design, implemention and monitoring phases of projects
In Bolivia, a Sphere Working Group was set up, consisting of governmental and non-governmental organizations, at the end of the workshoup that was held with CRS.
This workshop gathered three Sphere players: Jose Luis Loarca (CRS), Nancy Gutierrez (World Vision) and Martin Villarroel (Save the Children)
V. Messages :

a) Sphere helps improve the quality of humanitarian aid in South America through its rights-based focus
b) It creates coordination possibilities with the Sphere Working Group
c) It enables rapid and quality emergency response
d) It facilitates the relationship between policy decision-makers and local governments.
