The Sphere Office would like to share with Sphere users a process that is being used by CARE as an efficient tool for auditing/reviewing project compliance to the Sphere Humanitarian Charter and Minimum Standards in Disaster Response.

The "Sphere Review" Process is about running a 3-4 days participatory workshop where a review team of up to 25 participants from the organisation and other (agency, partner, local authority or donor) staff reflect on the project using Sphere as a tool and consult with project participants to find out whether the project is in compliance with Sphere.  The review team make recommendations to improve the quality and accountability of the project. 

  •  The aim is to take action to improve project quality and to move towards compliance with Sphere. 
  •  Participants have ownership of actions generated and have more of a stake in ensuring their implementation. 
  •  Resource constraints need however to be resolved.

The review procedure is designed to be both a monitoring and learning process for participants.  It is not meant to be punitive or evaluative.  It is fair to say however that critical reflection and learning from mistakes to improve quality are two challenges that need to be successfully undertaken by the Sphere Review team.  In addition, where Sphere is new to staff, this exercise represents a practical first experience in applying Sphere in their unique context.
