 The purpose of this presentation is two-fold: - Firstly, to give an introduction to the Sphere Project – where it comes from, what it aims to do, and how it can be used. - The second part briefly looks at some of the issues that can arise when military actors take on roles traditionally conducted by civilian actors. Armed forces should be aware that their potential humanitarian contribution, while valued, could be ill-perceived or create problems. It attempts to situate Sphere in the realities and complexities of the contemporary civil-military debate.

For further reading about this topic, please refer to the discussion paper that was undertaken for a CIVMIL seminar organised in Brussels 3,4 December 2007 by the VOICE network, together with its members Norwegian Refugee Council, CARE, World Vision and in collaboration with ICVA, with the intent to catalyse and inform NGO debate on the civilmilitary. The document explores three broad themes: it examines both NGO policy and advocacy on civil-military relations and attempts to situate these issues on a wider horizon of associated challenges in the humanitarian environment.
