As part of Phase II activities, a report on compliance was undertaken. The report is entitled Increasing Accountability. This research, while far from definitive, provides an interesting contribution to the on-going discussion about increasing accountability throughout the humanitarian world. While the various networks that constitute the Sphere Management Committee continue their own efforts to increase accountability, it is worth reiterating the fact that the Project itself will not take up compliance nor does it have the mandate or ability to monitor the activities of NGOs.
