Sphere External Evaluation

As part of the learning process of the project, an external evaluation was conducted by Columbia University in partnership with the Institute of Public Health at Makerere University in Uganda. Its purpose was to evaluate both the process of Sphere, and the impact that the Sphere project has had on the quality of humanitarian assistance. It was intended to serve not only as a means of accountability to the many people and organizations who have been involved in the project, but also as a means to extract lessons learned for taking forward the work of improving standards of performance and enhancing accountability in the humanitarian system.
