In Dadaab we actively involve our staff in Sphere training regarding Camp Layout and Shelter (Shelter and Site), which is the work we also actively carry out. Even when we do Community Security, we really mean Site management, security for women and girls. -- It is fair to say that Sphere is always mentioned by all agencies, even though at times when the standards cannot be met. We were told that Government did circulate the Sphere standards, surely with the help of an agency. They compromise Sphere a bit, but certainly, Sphere was used to begin with.

35 Switzerland ICVA -- -- ICVA has taken responsibility is to follow and participate, as relevant, in the development of protection  standards for humanitarian agencies. This initiative, led by four Australia-based NGOs, may have potential implications for Sphere. As  part of its workprogramme, the ICVA Secretariat has been involved in the debate on the responsibility of NGOs with regards to protection since the late nineties. There has been significant debate in the past, including in the context of the Sphere Project, whether sector-wide protection standards should be developed. A workshop recently held in Canberra and attended by an ICVA representative, revealed that this Australian initiative is more focussed on developing guidance for staff on how to incorporate protection aspects in assistance activities than on protection standards. However, part of the outcome of this Australian process might feed into the revision of the Sphere Handbook, when it comes to further strengthening the protection lense of the Sphere chapters.
36 Switzerland LWF -- -- The Lutheran World Federation -World Service (LWF/DWS) is committed to the Sphere Project at different levels. The 2007-2012 DWS global strategy states that World Service will continue to participate globally in the Sphere project and to uphold the Sphere standards.  Most of LWF/DWS country programs have mainstreamed Sphere Standards in their country strategies and plans.  Training is provided to staff on a regular basis, according to the types of programs and projects. Due to the introduction of new and revised PME and accountability systems/procedures in 2007, Sphere standards have been dealt as one of the elements within the PME and accountability training framework, rather than promoted as specific Sphere training workshops.  The exceptions are the LWF staff participation in the Sphere ToTs workshops, and some few in-country trainings, where some of our staff still are facing difficulties to ensure that Sphere standards are adequately applied. LWF/DWS is responsible, on behalf of the Global Cluster on Camp Management and Camp Coordination (CCCM), to develop standards and indicators to be implemented in field operations in Camp Management and Camp Co-ordination in IDPs situations, as well as to establish a monitoring and evaluation framework. Sphere standards are being incorporated throughout the framework
