Monitoring and Evaluation Consultancy

Reports to:     Sphere Handbook Revision Coordinator

Background:
For the Sphere Handbook to remain relevant to humanitarian sectors and to the populations affected by conflict and disaster, Sphere needs to keep in touch with changing practices and operational environment in the context of humanitarian work, as well as technical innovations.

The purpose of the revision process is not to overhaul the Handbook. Rather, it is to update the qualitative and quantitative indicators and guidance notes as needed, enhance linkages between sectors, iron out inconsistencies, faults and important omissions from the 2004 edition, take into consideration latest developments in the sector, make necessary relevant additions and lead a robust and widespread process of engagement among practitioners in each sector leading to consensus on the new edition, planned to be published in 2010. Each of the five chapters (Common Standards, WASH, Food Aid, Shelter and Health Services)  and the Cross Cutting issues of the current Handbook will be revised by “working groups” (made up of experts) and led by a focal point.

Purpose
The purpose of this consultancy is to have a Monitoring and Evaluation (M&E) specialist review and analyse the ‘core indicators’ cited in the revised draft of the 2010 edition of the Sphere Handbook. The M&E specialist’s task will be to advise if and how the ‘core indicators’ might need to be refined to meet best M&E practices.

Objectives
•    Assessment of the ‘core indicators,’ based on their measurability and the degree to which they reflect whether a standard has been attained.
•    Ensure that the core indicators are SMART  and that there is consistency between process, outcome and impact indicators.
•    Identify areas of inconsistency among and within the different sectoral chapters.

Process 
•    A desktop study of the first drafts of the Handbook chapters will be conducted for a period of 10 days.
•    Work with the Sphere Handbook Revision Focal Points and the Sphere Handbook Revision Coordinator to address any issues of inconsistency.
•    Clarification and coordination will be done jointly with the Sphere Revision focal points and Sphere Handbook Revision Coordinator.
•    Provide feedback to the focal points on their respective sectoral chapters on any amendments that need to be made.
•    Detailed presentation of findings will be conducted during the focal point meeting in January in Geneva.

Timeframe

•    Prior to analysis   Agreement of contract Confirmation of process and methodology to be used
•    6 January            Desktop study and analysis
•   18 January           Submission of findings to the Sphere Handbook Revision Coordinator
•   20-22 January      Participation in and presentation of findings during Focal Point
                                 workshop (meeting will take place in Geneva)
•   23-30 January      Working with focal points (via email or teleconf) to ensure indicators meet good M&E practices                                                   

The consultant will be recruited for a maximum period of 15 days (10 days to conduct the study and 5 days devoted to participation at the Focal Point workshop and follow-up with focal points).

Consultants
The consultant will require expertise in the following:

•    Have an advanced degree in social sciences or related discipline.
•    Have at least seven to ten years work experience, including consulting in M&E.
•    Familiarity with the Sphere Project’s Humanitarian Charter and Minimum Standards in Disaster Response
•    Experience in the design and/or implementation of an M & E system, preferably in the public  sector.
•    Excellent written communication skills in English.
